It should be noted that in 2019, Togo took the decision to subscribe to the Code. <\/p>\n\n\n\n<ul class=\"wp-block-gallery columns-2 is-cropped wp-block-gallery-1 is-layout-flex wp-block-gallery-is-layout-flex\"><li class=\"blocks-gallery-item\"><figure><img decoding=\"async\" src=\"https:\/\/www.nonproliferation.eu\/hcoc\/wp-content\/uploads\/2021\/04\/graph-en-1.png\" alt=\"\" data-id=\"1720\" data-link=\"https:\/\/www.nonproliferation.eu\/hcoc\/\/three-new-subscribing-states-for-the-hague-code-of-conduct\/graph-en-2\/\" class=\"wp-image-1720\"\/><\/figure><\/li><li class=\"blocks-gallery-item\"><figure><img decoding=\"async\" src=\"https:\/\/www.nonproliferation.eu\/hcoc\/wp-content\/uploads\/2021\/04\/map-of-states-24022020.png\" alt=\"\" data-id=\"1721\" data-link=\"https:\/\/www.nonproliferation.eu\/hcoc\/\/three-new-subscribing-states-for-the-hague-code-of-conduct\/map-of-states-24022020\/\" class=\"wp-image-1721\"\/><figcaption>Subscribing States as of February 2020<\/figcaption><\/figure><\/li><\/ul>\n\n\n\n<p>The <a href=\"https:\/\/www.nonproliferation.eu\/hcoc\/\/wp-hcoc\/uploads\/2015\/07\/Hague-Code-of-Conduct-A-57-724-English.pdf\">Hague\nCode of Conduct<\/a> is a little-known element of the global\nnon-proliferation regime. Adopted in 2002, it is today the only universally\napplicable norm seeking to regulate the development of ballistic weapons. Its\npurpose is twofold. On the one hand, it seeks to restrict the proliferation of\nballistic missiles by committing its signatories to exercise restraint in the\ntransfer of technologies that can be used for missile development, including in\nthe civilian field (space launchers). On the other hand, it aims at reducing\nthe risks associated with the use of these systems for the states that possess\nthem by promoting transparency. Subscribing states therefore commit to\nproviding an annual declaration on their ballistic missile policy. Furthermore,\nthey undertake to pre-notify each missile test or space launch in order to\nlimit the risks of confusion and misinterpretation.<\/p>\n\n\n\n<p>As the\nimplementing agency of the <a href=\"https:\/\/www.nonproliferation.eu\/hcoc\/\/\">European project in support of the\nCode<\/a>, the FRS has been closely following its\ndevelopment since 2008. This project has been supported by several decisions of\nthe Council of the European Union, the most recent of which was adopted on 18\nDecember 2017. <\/p>\n\n\n\n<p>In the\nframework of this programme, FRS has organised numerous seminars, conferences,\nworkshops, multilateral meetings and other events to raise States&#8217; awareness of\nthe Code, to encourage exchanges among experts on ballistic proliferation and\nto reflect on ways to promote the implementation of multilateral initiatives in\nthe field of non-proliferation. <\/p>\n\n\n\n<p>FRS is proud to see that this investment contributes to the further universalization of the Code. Indeed, in 2018, our teams organised a seminar for Caribbean countries in <a href=\"https:\/\/www.nonproliferation.eu\/hcoc\/\/hcoc-caribbean-regional-seminar-in-st-kitts-and-nevis\/\">Saint Kitts and Nevis<\/a>, which provided an opportunity for exchanges with representatives of Saint Vincent and the Grenadines, among others. In February 2019, in <a href=\"https:\/\/www.nonproliferation.eu\/hcoc\/\/seminaire-regional-afrique\/\">Lom\u00e9<\/a>, FRS brought together representatives from more than 15 French-speaking African States. Extensive exchanges with representatives of Togo and Equatorial Guinea have encouraged these two States to join the Code. In 2011, the FRS also\nco-organised the opening of the <a href=\"https:\/\/www.nonproliferation.eu\/hcoc\/\/visit-of-europes-spaceport-in-kourou\/\">Kourou\nSpace Centre<\/a> to a delegation of subscribing and non-subscribing\nStates, with a view to promoting transparency.<\/p>\n\n\n\n<p>Since 2017, 129 states have been represented in at least one event, including some thirty non-subscribing States.<\/p>\n\n\n\n<p>These\noutreach activities are supported and backed by the ongoing efforts of the\nEuropean Union, the rotating Chairmanships of the Code (Sweden in 2018-2019,\nNorway in 2019-2020, Switzerland in 2020-2021) and the Executive Secretariat\n(Austria). <\/p>\n\n\n\n<p>In addition, FRS is in charge of writing research articles on the Code. Notes were recently published on <a href=\"https:\/\/www.nonproliferation.eu\/hcoc\/\/ballistic-missiles-and-conventional-strike-weapons-adapting-the-hcoc-to-address-the-dissemination-of-conventional-ballistic-missiles\/\">ballistic missiles as conventional strike weapons<\/a> (by St\u00e9phane Delory), and on the potential inclusion of <a href=\"https:\/\/www.nonproliferation.eu\/hcoc\/\/opening-hcoc-to-cruise-missiles-a-proposal-to-overcome-political-hurdles\/\">cruise missiles in the perimeter of the Code<\/a> (by St\u00e9phane Delory, Emmanuelle Maitre and Jean Masson-Ch\u00e9rel and Emmanuelle Maitre). <\/p>\n\n\n\n<p>This momentum\nshows that despite the current crisis in certain arms control regimes, a large\nmajority of states remain very committed to multilateral regulation of\ninternational security. Secondly, in a context of renewed tension between major\npowers, any confidence-building measure, gesture of communication and\ntransparency efforts can contribute to the reduction of strategic risks. In the\nabsence of any immediate prospect of disarmament or reduction of tensions, and\nat a time when some states are conversely increasing their arsenals, it is\nessential to limit the risks of misunderstanding and miscalculation which could\nprecipitate the outbreak of hostilities between major powers.<\/p>\n\n\n\n<p>The HCoC is\na living instrument, whose momentum is not slowing down. It is attracting new subscribers\nand stands as an example of a confidence-building measure that works, and is\nprobably one of the few transparency mechanisms that has been able to establish\nitself at the multilateral level in the field of security. Thanks to its expertise in the field of <a href=\"https:\/\/www.frstrategie.org\/en\/fields\/missiles-missile-defense\">missiles<\/a>, <a href=\"https:\/\/www.frstrategie.org\/en\/fields\/space\">space<\/a> and <a href=\"https:\/\/www.frstrategie.org\/en\/fields\/proliferation-non-proliferation\">non-proliferation<\/a>, over the years it has become a key player in fostering international dialogue on these subjects. The European project in support of the Hague Code of Conduct is therefore a major example of a successful alliance between the diplomatic power of the European Union and the expertise of a European think tank.
