EU Council Decision 2025/2598 in support of the HCoC

On 15 December 2025, the Fondation pour la Recherche Stratégique (FRS) welcomed the adoption by the Council of the European Union of Decision (CFSP) 2025/2598 in support of the Hague Code of Conduct against Ballistic Missile Proliferation. The new Council Decision reaffirms the EU’s longstanding commitment to the HCoC and designates FRS as the implementing agency for related activities promoting the Code’s universalisation and implementation.
The Fondation pour la Recherche Stratégique (FRS) welcomes the adoption by the Council of the European Union of a new Decision in support of the Hague Code of Conduct against Ballistic Missile Proliferation (HCoC).
This new Council Decision continues the European Union’s long-standing commitment to the HCoC and to the prevention of ballistic missile proliferation. It builds on previous EU Council Decisions adopted in 2008, 2012, 2014, 2017 and 2023, and confirms the EU’s sustained political and practical support for the Code.
The Decision provides for a range of activities aimed at promoting the universalisation, implementation and strengthening of the HCoC. As in previous projects, the Fondation pour la Recherche Stratégique is honoured to act as the implementing agency for these activities on behalf of the European Union.
At a time of persistent missile proliferation concerns and increasing strategic instability, the Hague Code of Conduct is a relevant and valuable confidence-building instrument. Through transparency measures and dialogue, the Code contributes to reducing risks associated with ballistic missile programmes and supports international efforts in favour of restraint and responsibility. This Council Decision will complement the EU’s engagement with both subscribing and non-subscribing States, reinforcing multilateral cooperation and supporting the objectives of the HCoC in the current international security environment.
