Foundation for Strategic Research

The FRS, founded in 1998, is an independent research centre and the leading French think tank on defence and security issues. Its team of experts in a variety of disciplines contributes to the strategic debate in France and abroad, and provides unique expertise across the field of defence and security studies. In the sphere of international security, the FRS’ specific focuses are on security doctrines, arms control, proliferation/dissemination issues and challenges, and non-proliferation regimes and policies (small arms, conventional weapons, biological and chemical weapons, nuclear weapons, and their delivery systems). The FRS maintains an active presence in the strategic debate through its publications, its website, and the events it regularly organizes. It is also an active member of the network of European and international research centres.

Benjamin Hautecouverture is a Senior research fellow for nonproliferation and disarmament issues. He used to be a researcher at the Center for arms control and international security (French acronym CESIM) in Paris from 2006 to 2010, where he was editor-in-chief for the Non-Proliferation Monthly. He used to be a lecturer at Science Po Paris and at the Ecole Polytechnique in Paris.

His areas of focus have included the study of strategic relations between states, nuclear deterrence, nonproliferation and disarmament in the field of weapons of mass destruction, the nuclear proliferation phenomenon and nuclear proliferation crises, and the North-East Asian strategic landscape.

Emmanuelle Maitre (France) joined the Fondation pour la recherche stratégique as a Research Fellow in 2014, where she focuses mainly on nuclear non-proliferation, disarmament and deterrence. Prior to joining the Fondation, Emmanuelle Maitre worked as a research assistant at the Brookings’ Center on the United States and Europe.

Jean Masson

Jean Masson is currently a Research Assistant at the Fondation pour la recherche stratégique, where he focuses on proliferation of missile technology and relevant international instruments and regimes. He concurrently conducts research projects on missile defense.
After a year at Beijing Foreign Studies University, Jean completed a master’s degree in International Relations at Sciences Po Aix and an MA in International Law and Armed Conflicts at SOAS, University of London, achieving best academic performance in both degrees. He then spent three months in Eastern Democratic Republic of the Congo, supporting local projects of reintegration for ex-members of armed groups and local militias. Prior to joining the FRS in 2017, he stayed three months with the OSCE Mission to Bosnia and Herzegovina, contributing to the Mission’s programmes in various fields, including tackling illicit trafficking of firearms in the Western Balkans.​

Elisande Nexon (France) has been a Research Fellow at the FRS since 2005. She teaches in the Geopolitics & Geostrategic module of the Masters in “CBRN Health risks”, organized by the Val-de-Grâce School of Military Medicine, in partnership with the Pierre & Marie Curie University (UPMC) and the French Atomic Energy and Alternative Energies Commission (CEA). She also lectures about chemical and biological proliferation and arms control in the Master of International Security from Sciences Po Paris.

Xavier Pasco (France) is the director of the FRS. He used to be in charge of the Department “Technology, Space and Security” of the FRS. Until 1997, he was a researcher at CREST (Centre for Research and Evaluation of the relationships between Strategies and Technology), associated with the Ecole Polytechnique.

Prior to joining the FRS in 2001 Bruno Tertrais (France) was special Assistant to the Director of Strategic Affairs at the Ministry of Defence from 1993 to 2001.He was also visiting Fellow at the RAND Corporation from 1995 to 1996 and Director of the Civilian Affairs Committee at the NATO Assembly from 1990 to 1992. Previously he was Research Assistant at NATO Assembly (1989).

Paul Wohrer

Paul Wohrer is a research fellow at the Foundation for Strategic Research on space security. He graduated from Science Po Bordeaux in 2014, and from the International Space University’s master’s program in 2017. Paul began to work at the Foundation for Strategic Research during his master’s thesis for the International Space University, working on various aspects of space security. His work focuses on space systems and launch systems development policies, and the influence of new technologies on security and defense operators.
